South Carolina has a crime rate 27% higher than the national average. 85% of crimes are property crimes. Possession of less than one ounce of marijuana is a misdemeanor and is punishable by up to 30 days in jail and a $100 to $200 fine for a first offense. Conditional discharges may be available for the first offense. Any sale of less than 10 pounds of marijuana is a felony and is punishable by up to 5 years in prison and a $5,000 fine. Any sale to a minor or within a half mile radius of a school or other location children may be playing is a felony and is punishable by up to 10 years in prison and a $10,000 fine. Every day the police will make about 70 drug arrests and 55 DUI arrests. Every month the state of South Carolina will lose about 100 residents to alcohol related death and 20 to illegal drug overdose.
